วันอังคารที่ 31 มกราคม 2566 เวลา 14.00 – 16.30 น. ณ ห้องประชุมศรียานนท์ ชั้น 2 อาคาร 1 สำนักงานตำรวจแห่งชาติ พลตำรวจเอก สุรเชษฐ์ หักพาล รองผู้บัญชาการตำรวจแห่งชาติ ปฏิบัติหน้าที่ผู้อำนวยการศูนย์พิทักษ์เด็ก สตรี ครอบครัว ป้องกันและปราบปรามการค้ามนุษย์ และภาคประมง สำนักงานตำรวจแห่งชาติ ได้ให้ความสำคัญในเรื่องการแก้ไขปัญหาการค้ามนุษย์ เพื่อให้มีประสิทธิภาพเพิ่มมากยิ่งขึ้น จึงมีการประชุมหารือแนวทางการแสวงหาความร่วมมือระหว่างสำนักงานตำรวจแห่งชาติ และหน่วยงานต่อต้านยาเสพติดและอาชญากรรมต่างประเทศประจำประเทศไทย (Foreign Anti-Narcotics and Crime Community of Thailand : FANC) โดยกล่าวรายงานผลการดำเนินการค้ามนุษย์ (TIP Report) ในหัวข้อดังนี้ รูปแบบการค้ามนุษย์ในปีปัจจุบัน สถิติคดีค้ามนุษย์และค้าประมง ความสำเร็จการดำเนินคดีในแต่ละชั้น (ตำรวจ ศาล อัยการ) การดำเนินคดีเจ้าที่รัฐ สถิติคดีค้าแรงงานในภาคประมง และผลสำเร็จการดำเนินคดีระหว่างประเทศ
ซึ่งหน่วยงานต่อต้านยาเสพติดและอาชญากรรมต่างประเทศประจำประเทศไทย (Foreign Anti-Narcotics and Crime Community of Thailand : FANC) มีการกล่าวให้ความเห็นและแลกเปลี่ยนข้อมูลดังต่อไปนี้ สถานการณ์การค้ามนุษย์ในปัจจุบันหรือการเปลี่ยนแปลงที่เกิดขึ้นในระดับนานาชาติ การเปลี่ยนแปลงทางด้านการบังคับใช้กฎหมายในระดับนานาชาติ ความขัดข้องและข้อเสนอแนะในการทำงานร่วมกัน เพื่อให้การทำงานร่วมกันระหว่างสำนักงานตำรวจแห่งชาติ หน่วยงานต่อต้านยาเสพติดและอาชญากรรมต่างประเทศประจำประเทศไทย (Foreign Anti-Narcotics and Crime Community of Thailand : FANC) หน่วยงานภาครัฐในประเทศไทย ได้แก่ สำนักงานอัยการสูงสุด กระทรวงมหาดไทย กระทรวงแรงงาน กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กรมสอบสวนคดีพิเศษ (DSI) สมาคมรัฐศาสตร์มหาวิทยาลัยเกษตรศาสตร์ กระทรวงการต่างประเทศ และหน่วยงาน NGOs ทำงานร่วมกันในด้านการแก้ไขปัญหาการค้ามนุษย์ได้อย่างมีประสิทธิภาพมากยิ่งขึ้น
Due to the importance of combating human trafficking issues, Police General Surachate Hakparn, Deputy Commissioner General of Royal Thai Police, acting as the Director of Center of Children, Women and Families Protection, Anti-Human Trafficking and Fisheries hosts the meeting on Tuesday, 31st January 2023 from 14:00 to 16:30 hours at Sriyanond Conference Room, 2nd Floor, Building 1 of RTP’s headquarters. The meeting aims to strengthen the cooperation between Royal Thai Police (RTP) and Foreign Anti-Narcotic and Crime Community of Thailand (FANC). During the conference, 2022 TIP Report is presented and shared in various topics as follows: current human trafficking patterns, statistics of human trafficking cases and forced labor in fisheries cases, achievement on each stage of prosecution (police, prosecutors and courts), legal action against corrupted government officials and success in tackling transnational organized crimes.
The representatives from Foreign Anti-Narcotic and Crime Community of Thailand (FANC) share ideas and useful information in following points: current situation and global trend of human trafficking, changes in law enforcement at the international level, difficulties in dealing with human trafficking issues as well as suggestions for more effective partnership working among multiple agencies in cracking down on human trafficking, namely Royal Thai Police, Foreign Anti-Narcotic and Crime Community of Thailand (FANC) and other relevant government agencies in Thailand, such as Office of the Attorney General, Ministry of Interior, Ministry of Labor, Ministry of Social Development and Human Security, Department of Special Investigation (DSI), Political Science Association of Kasetsart University, Ministry of Foreign Affairs and NGOs.
